The bill (Reg. No. 2440) sets a single order of registration and competitive
sale of particular types of public assets to prevent corruption and provide
extra state budget revenue.
The Committee members focused on the conclusions of the Central Scientific Experts Department of the Verkhovna Rada of Ukraine Secretariate.
Under the bill, the state property administrator shall invite the authorized specialized organization to conduct sale procedures. However, the law fails to determine the status of such an organization, requirements for it, and the grounds of its right to sell the public assets. The Committee members believe that it might lead to corruption during the sale proceedings.
